According to the catalogue for the "Art of the Motorcycle" exhibit at the Guggenheim museum (New York, 1998), Hildebrand & Wolfmuller (Germany, 1894) made thumper of Titanic proportions. 1489cc's, bore 90mm, stroke 117mm, 2.5 hp @ 240 rpm. An offset on the rear wheel server as the crankshaft. Top speed 28 mph. Not much of a match for the Savage, but I'l bet that thing *really* thumped! Alas, it had a number of problems, and the company went out of buisness in 1897.
